Phillihp Harmon, Principal Owner and Solutions Architect, has over 20 years of professional experience developing custom website applications. His talents derive from self-taught passion for Web Site development, refined with a Computer Science degree from the University System of Maryland, and made professional through his years of solving the most difficult of problems. Phil is a natural small business owner, starting his first company in 2003.

Xelltech signs with Fibred of Maryland. Lewis J. Ort’s Fibred of Maryland pioneered several high fiber, low calorie baking products which are sold around the world. Lewis J. Ort’s (Mr. Western Maryland) contributions and philanthropy was a major donor to Johns Hopkins Hospital, Baltimore burn centers, churches, and orphanages, led to his name being placed on Frostburg State University’s main campus library.
Xelltech wins Maryland grants along side Applied Programming Corporation in an effort to deliver prototypes on mobile internet disaster recovery in the case of EMP situations. Trucks would be deployed strategically across the highway that re-standup a mobile internet where laptops would be handed out and have access to an inventory website application that Xelltech built.
CME Peer Review signs Xelltech, Inc’s biggest contract at the time, creating a ground up website application facilitating an end-to-end Peer Review process between doctors, nurses, pharmacists, and scientists. This contract continues to this day.
Phil launches his personal tech blog, daily writings of the evolving technology in this world and how to keep up. The site went strong with regular content updates for 3 years, reaching millions of users. Xelltech hired by Fairfax based CTAC and partners to work on several high volume, highly visible government organizations including HeathCare.gov’s GetCoveredIllinois, HHS.Gov, USA.Gov, GSA.Gov, CPSC.Gov and many others.
Xelltech wins contract with Apple Leisure Group specifically to investigate high scalability issues with CheapCaribbean.com. Xelltech integrated Elastic Search, Logstash, and Kibana across an entire cluster of varying servers supporting airplane bookings, hotel bookings, car rentals, and a variety of integrated web services along the chain of requests.
Xelltech hired to aid in the conversion of University of Maryland, University Campus name change to University of Maryland, Global Campus. Xelltech provided several key pieces to the transformation of this name change in addition to building re-sellable educational services already created at UMGC that could expand to other Universities.
